BISP Kafaalat Phase 3 Payments Begin in 62 Districts
For the past two weeks, beneficiaries in Lahore were looking at beneficiaries in Multan with envy. “Unke paise aa gaye, hamare kyun ruke hain?” (They got their money, why is ours stuck?). The stoves were cold, and the anxiety was high.
But as of Thursday morning, December 11, 2025, the BISP Head Office has pressed the button. Phase 3 is Live.
This is the final and biggest wave of the Kafaalat program. If your money hadn’t arrived in Phase 1 or 2, it is guaranteed to be in this list. We have obtained the official list of the 62 districts where the banking system has just been activated.

Please find your province and check if your city is mentioned. If it is, your account status has changed from “Eligible” to “Disbursed.”
📍 Punjab (Central & South Belts)
The wait is over for the biggest cities. The “Zone 3” payments have hit:
- Lahore Division: Lahore, Sheikhupura, Nankana Sahib, Kasur.
- Faisalabad Division: Faisalabad, Chiniot, Jhang, Toba Tek Singh.
- Bahawalpur Division: Bahawalpur, Bahawalnagar, Rahim Yar Khan.
- Others: Pakpattan, Sahiwal, Okara, Vehari, Lodhran.
📍 Sindh (The Urban Hubs)
Karachi and Hyderabad were on hold, but the gates are open now:
- Karachi Division: (All Districts) Karachi East, West, South, Central, Malir, Korangi, and Keamari.
- Hyderabad Division: Hyderabad, Tando Allahyar, Tando Muhammad Khan, Matiari.
- Coastal Belt: Badin, Thatta, Sujawal.
- Others: Jamshoro, Dadu.
📍 Khyber Pakhtunkhwa (KPK)
The central valley is now online via Bank Alfalah:
- Peshawar Division: Peshawar, Charsadda, Nowshera.
- Mardan Division: Mardan, Swabi.
- Malakand Division: Swat, Buner, Shangla.
- Others: Haripur, Abbottabad, Mansehra.
📍 Balochistan & Others
- Quetta Division: Quetta, Pishin, Qila Abdullah.

Stop. Read this before you put on your chadar and leave.
Just because the name of Faisalabad or Karachi is on the list, it doesn’t mean the cash has reached the retailer’s device this very second. The banking servers (HBL & Alfalah) take a few hours to sync.
The “Smart Woman” Strategy:
- Don’t trust the SMS: Messages are delayed due to network traffic.
- Check the Portal: Open BISP 8171 Web Portal.
- Look for the Change: Yesterday it said “0”. Today, if it says “13,500”, only then leave your house.
A Warning for Phase 3 Beneficiaries
Since this phase covers big cities like Lahore and Karachi, the rush at ATMs will be insane.
- ATM Users: If you have a card, go after 9:00 PM. The link is faster, and the machines are less crowded.
- POS Users: If a shopkeeper says “Machine kharab hai” but offers to give you cash for a Rs. 500 cut, say NO. Report him. Go to the official BISP Campsite in your district.
Final Verdict: Your money is safe. It won’t expire if you don’t withdraw it today. If the rush is too much, wait for Saturday. But for now, check the list, thank Allah, and plan your household expenses.
